I'll get straight to it; Sharingan Genjutsu is only viable when the Uchiha first establishes eye contact with the individual, not the other way around, so just say, for example, Minato simply glances at Itachi's eyes, it doesn't automatically become Tsukuyomi GG. That isn't the case. If that was the case, Itachi would be out of most battles in a few minutes considering he can't spam it. He still has to build-up chakra for Tsukuyomi and then Minato can simply close his eyes or look away. Once Itachi's stopped Tsukuyomi, Minato's free to look into his eyes again until Itachi tries again. He can't fight and keep Tsukuyomi prepped, it'd be extremely chakra taxing. Here's a few examples of Uchiha being the ones to establish eye contact and then build-up chakra to use Sharingan Genjutsu.

Just establishing that Sharingan Genjutsu isn't automatically prepped. It makes no sense for someone to keep their chakra built-up in their eyes waiting for the moment their opponent looks into said eyes. As I've said, it'd be chakra taxing and it's also an illogical way of fighting.

I felt obligated to make this thread after viewing the Minato vs. Itachi thread.

With Sharingan precognition it's quite easy to determine when an individual will be looking in your eyes.

You fail to list the numerous times Sharingan Genjutsu has worked in the heat of battle.

Madara used in while in a taijutsu spar with A.
Sasuke used it while 100 meters away from Deidara.
Sasuke used it while clashing with Danzo twice.
Itachi used it while in a taijutsu spar with Bee, one of the most adept cqc fighters in the manga.

Literally the only way to escape Sharingan Genjutsu is by learning to look at the opponent's feet like Gai, or to seal off your eyesight and rely on Sage Mode sensing, which is impossible without training like Kabuto did. Even sensors can be surprised.

-Madara grabbed Ay and made him look into his eyes, meaning he had his Sharingan Genjutsu prepped.
-Sasuke and Deidara had established eye contact for quite some time in the air [ ][ ].
-Both established eye contact [ ].
-Itachi and Bee both established eye contact. I said glance, which wasn't what happened with Bee and Itachi [ ].

Sharingan pre-cog doesn't help with eye movements. All the above instances show that the respective Uchiha were ready to use their Genjutsu. If Minato had merely glanced at Itachi's eyes, he wouldn't be caught in a Genjutsu.

My point is, you're not instantly caught in a Genjutsu as soon as you look into the person's eyes unless they've prepped it beforehand due to having control over the battle i.e. Madara vs. Ay. Madara saw Ay was distracted, prepped his Genjutsu, grabbed him and as soon as eye contact was established Ay was caught in a Genjutsu. In other instances, the individual usually has time to build-up chakra while eye contact is maintained.

Simple truth is that very few have attempted to deny eye contact (even gai made it), but chakra is always to prepared in advance for most technique to shorten jutsu time.
Only techniques that take abnormal chakra usually need prep time.

Which is backed by the fact that it's virtually impossible for Deidara who was standing so far away, or Bee who was moving at much high speed to make out the exact texture/outline of the Sharingan within the eye or the eye itself. None of these people could've directly looked at Sharingan.

@bold, but that's my point. The Sharingan has to be prepped for Genjutsu (building up chakra in the eye for the sole purpose of Genjutsu). If you look at an Uchiha's Sharingan and the individual's eyes aren't being used for Genjutsu, then the person looking at the Uchiha's eyes won't be caught in one.

Wasting it where? Your body can also store chakra you know? In battle one better have some X of already molded chakra then wasting time on it.
No, you're constantly molding chakra but you don't have a technique setup throughout the entire battle just waiting for the opportune moment to use that technique, especially when certain circumstances might call for a very chakra taxing technique, so it'd be illogical to keep chakra stored in places. For example, it's like saying Minato has a Rasengan already to use in his hand throughout the entire battle and as soon as he gets a chance to use it, he slams it down on someone, but that isn't the case. He only creates the Rasengan when an opportunity presents itself. Another example being Itachi has chakra stored in his eyes so he's all ready to use Sharingan Genjutsu as soon as a person glances in his eyes but then that means he won't be able to use Amaterasu because he's stored chakra in his eyes for Genjutsu.
