You're taking that quote very much out of context.

It was a dying mans last wish that his best friend should have his eye to replace the one he lost. The quote is simply a phylisophical reference that Obito's eye will "live on" with Kakashi.

On topic, no, it has never been shown, anywhere, not even reference that the Sharingan is capable of such.
