It had just started raining. A single drop landed on his arm, above his head. He may have good eyes, but they're not ontop of his head, they're on his face like everyone else's. Besides, he quickly corrected himself with "..No, it's rain", so it's not like he was oblivious to the weather changing.

When Naruto was stopped as he tried to go out onto the battlefield, he was able to keep up with the Fourth Raikage's speed. Naruto also dodged the Fourth Raikage's punch when he went "all-out".

So it's safe to say that if the Raikage can dodge a point-blank Amaterasu, Naruto shouldn't have trouble dodging it either. Thus, regular Amaterasu isn't the most effective against Naruto, so this doesn't change much in that sense.

Well I am not a big fan of sasuke, but I think its a little premature to judge Sasuke's powers as of yet. Kishi has said Sasuke is his favorite character to draw, so he will show him in more amazing fights in future.

However, who said he can't use Amaterasu in the traditional way? At least with the orb attacking people he is able to hit multiple targets at once... Which makes it a better jutsu for a war.
