He appeared out of nowhere when he saved both Coby and Luffy.

I think it's safe to assume that he's one of the fastest if not the fastest out there.

He's pretty fast, but fastest? I'd say no since we don't know where he came from.

Off topic: the first scan makes me wonder what happened to his CoC or CoA at that time

Not necessarily, the conversation imo meant saving luffy was the bet on the future, but why save him without coating his arm in Haki or using CoC on the beast?

That was simply Oda not having everything planned out. We all know it would take a simple conquerors blast to put down that fish.

Oda intended for the story to end relatively shortly after than that. It's not a failure to plan ahead because when it happened, there was no ahead to plan to. I'm talking about the damage control, in series explanation. We know something is amiss, that's the possibile explanation.

By the way, Shanks did use CoC against the fish.

It's only an assumption, there's plenty of times where a character appeared out of nowhere in One Piece and that's include low to top tiers.

Fujitora appeared out of no where when he stopped Zoro. Sanji appeared out of nowhere when he stopped Jabra and Vergo. Kyros appeared out of nowhere when he stopped Diamante.

And I know he did, but it should have happened earlier, Oda didn't have haki properly laid out. It also ran away instead of passing out so its still suspect if that was simply supposed to be fear at the time, but now we can look back and call it haki due to damage control.

- A bandit disappeared out of Shanks' sight without him noticing anything and the next time we see him, he is already far away on sea
- Mihawk disappeared out of everyone's sight kilometers away in Baratie
- Zoro disappeared out of everyone's sight in Whiskey Peak

These type of feats don't prove anything

Don't be daft. Luffy has used burst of King's Haki the same way before.

The damage control is that Shanks allowed it to take his arm.

It's all about perspective. Shanks suddenly appearing in front of Akainu is a feat that he was able to bypass Akainu's reaction. Suddenly blitzing your way in front of a top tier is a better feat that suddenly blitzing in front of fodder.

1- I don't know why Dragon's name comes up in every individual attributes of characters...

2- Shanks' speed is definitely top tier but it can never be estimated or compared with others...
IMO the slowest of the top tier are,
- BlackBeard
- Big Mom
