Shanks is like a mentor a man luffy really like's and want's to be like him while garp is his grandfather so garp obviously.

Luffy respects and admires Shanks. Luffy loves Garp.
Luffy has no qualms about fighiting and defeating Shanks. Luffy was reluctant to HIT Garp at Marineford, even though Ace's life was on the line.

You can guess who he cares about more.
