It is a forbidden jutsu, The Chakra is equally split between the shadow clones and the user, meaning that those with low chakra levels can easily be exhausted and die. A Normal Shadow Clone jutsu takes three hand seals whilst Naruto's takes only one. He has high chakra amounts and can create a lot!

"Tajuu Kage Bunshin" and "Kage Bunshin" are the Same Deal, most ninja can handle "Kage Bunshin" giving you one or a little more clones, but "Tajuu Kage Bunshin" is Naruto-only, being a Jinchuuriki because the technique requires MASSIVE amounts of Chakra, and as stated by MilwaukeegHost the form of the the "Kage Bunshin" that is forbidden IS the Multi-Clone, or "Tajuu Kage Bunshin". The one Zombiejesus is talking about is "Bunshin no Jutsu", a intangible form of "Kage Bunshin", meaning unlike Naruto's "Tajuu Kage Bunshin" or "Kage Bunshin" they CANNOT attack. doubt me if you will, but Naruto wikia is my source, look up "Clone Technique" and you'll see that this technique is the one where "all ninja must know it" because it is the most Simplest Technique in existence.
