Shadow Clone forbidden???

When Naruto stole the scroll in the first episode, it was said to be a forbidden scroll containing jutsus. One such jutsu was the shadow clone technique. Earlier that day and during the chunin exams, people actually used( or tired to use) the technique, although it was forbidden. While Naruto, Madara, and Kakashi are the only ones to make more than at least ten copies, it seems that everyone else cant do it. So why is the technique forbidden to even high level ninja???

i think it was just the multi shadow clone jutsu that was forbidden because it uses so much chakra most people cant use it. but since naruto has such a high chakra reserve, he has no problems with it

Also its supposed to take up a huge amount of Chakra, which can be fatal if misused. Jiraiya explained this before the Final rounds of the chuunin exams.

because it divides the chakra equally,but the more clones you make the more chakra is taken out of you

and when you release a shadow clone,you gain there memories,but also there exhaustion,which can kill you

The multi-shadow clone technique was likely considered forbidden because it's pretty OP if you have the chakra to pull it off. Think about how many clones Naruto made as a kid.

Shadow clone is allowed because its just a clone, but multi-clone is not allowed because those have a more physical form and as stated above can cause you do die pretty fast if you arent like naruto

Multi Shadow Clone is classified as a kinjutsu, regular Shadow Clone Technique is just ninjutsu

its a forbidden jutsu cause of how much chakra it takes to perform, and how long your using it for you
