I'd say Mangetsu Hōzuki because he mastered all 7 swords. Kisame has alot of chakara because of the help of the Samehada. If Mangetsu Hōzuki has it he would have alot of chakara too. but my second is kisame.

Well 4 me da strongest swords men is zambuza.but kisame sukes he really on shahimda against killer to weaken bee & then finish him off.kisame da weakiest on my list.
