Mangetsu was part of the swordsmen that ZABUZA was leader of.

So clearly Zabuza haha. I mean just because you can use all the swords does not mean that you are the best around.

Magetsu was the "Second Coming" of Zabuza. Thus meaning that Zabuza was the best around.
