We only know like 1% of each but Mangetsu could use all the swords and the previous owner of Samehada is surely below Kisame.

Oh and, we haven't seen much of the Seven Swordsmen except for Zabuza and Kisame but we've been told Mangetsu mastered all of the swords. So I'm going with either Mangetsu or Kisame. Sorry, I can't decide. ><
