In a world with groups such as the Explosion Unit, with guys like Deidara who can literally wreck villages for fun and Gari who is simply a no-go for close combat, the Puppet Brigade whose skill and speed makes them tactically unmatchable, the Fire Temple Guard among whom simple acceptance gets one a hefty price on the bounty market and the Kinkaku Platoon whose battle prowess allowed them to quickly dispose of Tobirama in his prime and left the man himself feeling that the help of two more hokage candidates would make no difference, the Seven were showcased as superior to all these groups. Not only were they the only ones given hype to scale, but even their standout members were given orderly plot prominance (Kisame outlived and out ranked Deidara and Sasori in Akatsuki, while Asuma was casually swatted aside by them). Despite all this, it was also made clear that the group stands below any Sannin, with direct statements thereof.
The Fuma Shuriken did not get much plot prominence, but what little reference it did get made it out as a superior among weapons. Of course the weapon has folklore heritage associated with Hanzo, whom in the manga was hyped well above anyone normal, but that's outside the story. Within the story, the weapon was considered so dangerous that academy students are forbidden from practising with it. Now we've seen in the story that when anything is forbidden, that directly correlates with its power (such as with forbidden techs). Accounting for the fact that academy students are allowed to practice their clan special techniques and any elemental technique they can master, this forbidden ordination clearly places the FS as being superior in potential power than those techniques. In addition to this, we see that when Zabuza cannot defeat Kakashi with his special sword, he switches to the foldable version of the Fuma Shuriken. Now considering that it is directly said that the SS are only at half power without their blades, it seems that Zabuza thought using the FS was worth giving up half his power for. This clearly places the FS as a superior tool to even the special swords of the SS, according to one such wielder himself. Of course the issue with forbidden stuff is that there's usually a danger associated with the process of mastering them (such as with the Shadow Clone potentially leading to death), which is why they are forbidden in the first place. With the FS, this is clear to see with the weapon being capable of cutting through anything and if mistimed, simply throwing it would first achieve cutting your own self in half.
So one wonders, how strong would the SS be if they were equipped with FS instead of their normal swords? Could they defeat a Sannin?
