There's a difference between having enough firepower and having too much. Minato and Tobirama have lots of power in their arsenal, but it lacks finesse and would've killed Naruto had they attempted to rescue him. Minato and Tobirama probably would've gotten defeated trying to get close, while Hiruzen was closer and had a much better weapon to take on the task.

Enma Staff is a perfect counter for Yata Mirror, if you think about it. It can bury itself underground plus it can hyper extend indefinitely. Once Enma's underground, Hiruzen can then extend it upwards afterwards, potentially bypassing the shield and taking Itachi's head off.
