If Hagoromo picked Indra he would be contradicting everything he taught, and I don't think Ashura would accept that.

If he gave all his power to Indra, whether Ashura liked it or not, things would be as Indra directed.

Hagoromo said choosing Ashura over Indra resulted in them fighting, choosing both still did that, but WHAT IF, he would have chosen Indra, than what would have happened? Would the cycle end, would there already be peace?

That would only have made oppression by blatant dominance...

When he was thinking to himself about the decision of power I believe he was coming to the conclusion that neither are worthy of it...in fact the power is the problem itself.

Absolute power corrupts absolutely, whether its you or the one that craves for it.

Instead of leaving them power he should have left his "hidden heart" to both of them.

Itachi stated how shisui's eyes were not the answer...but his heart.

Instead of teaching them to be powerful he should have taught them how to connect to each other via ninshu, then maybe things would have been different.

(2) When hagoromo gave his succession to both Sasuke (Indra) and Naruto (Ashura), Sasuke (Indra) is again the one to declare war.

Clearly, if Hagoromo gives his succession to Indra, the first thing Indra will do is to coerce everyone. Why? because in the two case above, Indra always sees his borther as someone who can stop him from doing what he wants - that is ruling by force. So, the problem is neither the order in which the succession is given, nor the fact that hagoromo did not teach them Ninshu. The fact is that in spite of everything Hagoromo taught them (Ninshu as said by BZ), and everything he gives them, Indra is consumed by violence. We even saw that Madara kept fighting Hashirama knowing he will always get his ass handed to him after a spanking. Fact is, Indra and his successor have an inferiority complex. They simply want to validate that they are the strongest.

And that right there is the reason I can't take Sasuke's character seriously at all anymore. It's all so contrived that, not only has he learned nothing, but he won't even TRY to reason with anyone. And this kid is, what, 17?? It's not like he's a jaded old politician who's had way too much experience with the system.

It's as if a high school student stepped into the White House and said, "This shit's retarded. I'm gonna kill you all." No matter how gifted the student may be, they can't just f**king do that.

EDIT: it's probably a more apt analogy if the kid dropped out of high school and joined al-Qaeda for a bit.

Naruto and Sasuke are not Ashura and Indra.

They only hold Ashura and Indra chakra's, respectively. That's all. But, imagining that your parallelism could be applied...

Then we must consider the fact that Naruto was the only one, the chosen one, declared as a fitting place for reunion between the beasts. He doesn't have all the beasts inside, and he doesn't try to control them. The cooperation between the transmigrants was never tested, and maybe this path was the one that lend the world as a peaceful place. Sasuke chosen 'revolution', thus sealing his own fate... for defeat.

Why do I say this? This chapter already foreshadowed Sasuke's downfall, because he is trying to force the path of power, the path chosen by Indra in the past, and furthermore, the one who Kaguya took in the beginning, and that took her being to her demise, twice.

I don't see any reason for a better world under Indra having the Sage's legacy.

I believe giving Indra all the power has already occoured, with hagoromo himself. He was the 'Indra' carnation first, or rather the Indra and ashura incarnations are actually hagoromo and hamura incarnations.
So hago knows that Indra in charge didn't work, ashura in charge didn't work, both in charge didn't work. So 1 has to die!
