I doubt it, I'm pretty sure Naruto said he sensed his power growing as he was transformed into Kaguya. At best, he's equal to Hagoromo, but, for all we know, so was Juubi Obito.

Yes, but kaguya's skill is a far cry from madara's which is what matters in a battle, and he is stronger than the sage(the sage that wasn't the juubi jin at least)

given that Hagoromo gave a majority of his power to Naruto and Sasuke and they still wouldn't have defeated Madara, the argument can be made that Kaguya was the sole power benchmark Madara had in front of him.

Naruto sensed more chakra in kaguya because kaguya had madara's + the juubi + everyone in IT.

Which only means kaguya had more chakra, not necessarily more power.

But this isn't why I believe she's above Madara.

Actually I would put Madara above those two,

Hagoromo is a pacifist, and didn't even believe in fighting, he despises ninjutsu, so I doubt he possesses any jutsu to fight Madara with. He also has only battled against Kaguya and that was with his brother. So he has little combat experience.

Kaguya has no battle experience, like Hagoromo. Madara could lose to Kaguya but it all depends on circumstance. But either way it would be extreme high diff on both ends
