It's possible that Minato can balance his Senjutsu properly, but can't control enough Senjutsu chakra to maintain it for more than an extremely short time. He probably can't perform many attacks with it.

Could also just be that Kishi didn't want to go back to drawing "ugly" Senjutsu users. It worked for Jiraiya, since he's a pervy old man.

Because we're talking on screen, Sasuke was the first to use senjutsu on screen, while Naruto was the first to master toad sm on screen, your statement was correct.

Technically orochimaru was the first to use it as the cursed seal technique is senjutsu and what Sasuke used is a different form called safe transformation but it uses oro's sage chakra that for some reason ORO can't utilize with his weak ass body

He couldn't use it properly as in he didn't have Pa and Ma which means he had a limited time in SM and that wasn't exactly good for any battle.
So yeah he was the first perfect Toad Sage
