Tobirama Senju (千手扉間, Senju Tobirama) was the Second Hokage (二代目火影, Nidaime Hokage) of Konohagakure. He hails from the Senju clan, who, along with the Uchiha clan, founded the first shinobi village: Konohagakure. During his reign, Tobirama was accredited as the Hokage that developed the village's organisational system as well as some of its infrastructure. Known to have, like all Senju, an immensely powerful chakra and life force, he was, from youth, a very skilled chakra sensor and tracker but also a skilled Kenjutsu user. Along with these traits, Tobirama was known and hailed as the strongest Water user known so far. Capable of using any water technique with a simple handseal and without a water source, Tobirama's skill with Water Release was known throughout the ninja world. A skill that he developed was the use of Space Time Ninjutsu through the use of the Flying Thunder God technique. Together with the creation of the Flying Thunder God technique, Tobirama developed and created the Summoning: Impure World Resurrection technique, known as Edo Tensei, which ended up as one of his biggest mistakes, taking into account the latest uses the technique had. It was said that, at some point in time, Tobirama had possessed a sword, known as the Sword of the Thunder God, which was able to discharge Lightning attacks and which Tobirama used in conjunction with his Water Release. A shrewd and menacing individual, Tobirama is much more serious when it comes to battle and actions than his brother and seems to lack the compassion that drives him. His demeanor is much more objective and focused, keeping himself above and beyond emotional attachments, something he showcased very early in life. Probably because of this ability, Tobirama is a very analytical individual, using his sensing abilities and his experience, to produce very accurate, quick and decisive analysis on scenarios others might have not understood. As a consequence of his Space Time techniques, Tobirama is also very keen on capturing fast movement and reacting according, specially in Kenjutsu or Taijutsu combat, a trait he shares with Minato.

- Tobirama gains an increase of +1 Bonus MIND, AGL and VITunless they are using Dual Abilities, in which case the ability with the highest AP boosts will apply. He also has access to the Sword of the Thunder God.
- Tobirama is a Shadow Clone Specialist
- Can sense chakra through the Chakra Sensing technique with an unparalleled precision and insight, extending to three landmarks.
- He is able to use Edo Tensei with better usage than most, creating up to 2 different summonings should the user have Kinjutsu.
- Usage of Space Time Ninjutsu through the use of the Flying Thunder God technique and its variations and applications.
Restrictions:
- Member needs to be Chūnin ranks and 14,000 Kumi.
