That was a set up for the friendship between obito and kakashi about how they are even stronger together now. I don't view that as prerequisite for rinnegan. They weren't discussion the possibility of obito gaining rinnegan they were discussing the worth of his sharingan

Nice point. I guess then you can only awaken the Sharingan's full potential with a set of the same eyes. Obito had 1 sharingan that was his and the other one was...idk who's. Same as for Madara after giving Nagato his Sharingan.
