Seeing as Himawari has the Byakugan does she qualify to be head of the Clan

But i'd like that. Hanabi dies and Boruto for whatever reason can't take the place, so Himawari is the next head of the clan. That would be a nice opportunity to explore the hyuugas background and develop Himawari as a character.
