Madara was able to transplant Rinnegan to Nagato only because he was a Senju bloodline.
Madara awakened Rinnegan because he transplanted Hashi/Senju DNA into his body ahead.
So an Uchiha can't simply possess Rinnegan without senju DNA IMO

There are 5 katakanas on that scroll: テングウチ or Tengu Uchi. There should be a sixth katakana below which is either ワ wa or ハ ha.

A secure bird will sleep with one foot tucked up to his abdomen and his head turned around and tucked into his back feathers. Tengu is not exactly a bird but it's bird-like, so they may have similar behaviors. Also as pointed out by Quonina, many birds sleep on one foot. It probably implies that the tengu is "sleeping" or currently in a dormant state while being sealed up.
