How can I add a gif/pic under my comments when I reply to someone?

The same way you add picture. You press Insert Image and then copy the url.

Edit: Wait, what? Do you mean signature?​

In the quick reply section just click the img button next to the hyperlink button. It's the 3rd to last button. And then just paste the url. It can be a .gif or just a .jpg
