so the third raikage cant beat the second mizukage, now my question is how do we make this fight even?

With the 2nd Mizukage, there is rarely any sort of even fight, which goes well with his name as the Troll Kage. Either a fight is a stomp for him, or he is stomped. That's because you've got to be incredible to get past his gimmick techs... and if you're that incredible, then a non-gimmick protected Mizukage loses to someone that good. You could have put him against 10 of the Raikage in this fight, and the result would be the same, heck he could probably make them kill each other accidentally during the mirage, thinking they were attacking him. Sensors can't see through his techs either. Basically you've got to be a host or sharingan user (or Gaara) to be sure you can see through his genjutsu (or have city destroying omnidirectional techs like Nagato, so it doesn't matter if you can break the genjutsu), and if you're a host it's doubtful the Mizukage can beat you in a one on one fight, and the only Uchiha's we really know are all awesome (which again, makes it hard for the Mizukage to be seriously advocated as the winner).

Go read the thread I linked to. I've taken him in fights involving over a dozen kage/jounin type guys, and rarely has anyone been able to explain how the genjutsu will be escaped from.
