Gonna go with the 2nd. Jiraiya has no counter for the clam genjutsu and it would take him too long to get into sage mode. He is eventually defeated by jokey boy because he can't stop it in base. Start Jiraiya in SM and then we'll have a battle.

Joki is right here, he has his barrier to detect the clam, and he can get rid of joki boy through his marsh technique. Also if mizukage decides to go hydrification then J man's oil-fire-wind attack would evaporate him and Jiraiya also has his strong genjutsu to back him up. Overall I'd say Jiraiya mid-high difficulty because he has counters to all of Mizu's techs.

probably jiraiya. he enters sm and locates the clam, then paralyses mizukage with a swamp + frog call then after wind release: dust cloud, mizukage is melted by sage art: deep fryer which bursts from behind the dust cloud
