In this thread I will attempt you show you how the second Mizukage beats EMS Sasuke.
I'm not saying that Sasuke would be easily beaten, if at all.
It is just my belief that he would beat Sasuke.
Let's start with The second Mizukage's abilities, since we all know Sasukes
The second Mizukage is a member of the Hozuki clan, whom specialize in Suiton, and have many unique suiton jutsu.
Hydrification technique.
Summoning Jutsu
Steaming Danger Tyranny
Suiton
Now, to practical use.
As a high level Suiton user, Sasuke's Katon techniques are next to useless in this fight, with the exception being Amaterasu, which is avoided with the mirage jutsu or, if hit, the Mizukage can simply use his Hydrification jutsu and un-attach the bit being burnt.
Some would think that Sasuke's Raiton would be of use here, but it isn't. As the Mizukage's Hydrification jutsu is composed of not only water but Oil, which is a natural insulator of electricity, making techniques such as Chidori/Kirin useless.
Susano'o proves a challange for the Mizukage, but his infinite exploding clone can handle this given time, as there is no way for Sasuke to destroy it ( Amaterasu is easily dodged, if not it is separated and left behind ).

I repeat, this is NOT a '2nd Mizukage shitstomps sasuke the noob' thread, it is simply me telling you why I think he has counters for Sasukes techs..

This technique allows him to transform any part of his body into water instantly, and then solidify it again. This works much like Obito Uchiha's kamui in that it can be used to evade attacks, or to infiltrate a structure with relative ease, this jutsu is much the same as Suigetsu's Hydrifcation technique, but differs in that the Mizukage turns into a mixture of water and oils, which will help him later on. It also allows him to increase or decrease the size of his muscle tissues, resulting in a stronger punch/swing.

Summoning Jutsu
The second Mizukage boasts a very unique summon, a giant clam.
This giant clam is capable of withstanding massive amounts of damage, and more importantly, casts a powerful Genjutsu over a large area, creating a mirage that even a skilled sensory type ninja cannot see through ( It is my belief that the Sharingan could not see through this jutsu as there is a large amount of chakra all through the air, blinding the Sharingans chakra vision, as shown in the Kakashi's fight with Zabuza ) This allows the Mizukage to move freely and strike at Sasuke from any direction without fear of being seen/dodged.

The Second Mizukage was also able to use the substance within his body to perform a very powerful technique with which he creates a chibi-like clone of himself comprised of water surrounded by a thin outer layer of oil. As the clone moves around, the oil heats up, causing the water inside to evaporate and the clone to expand in size with it until the built-up pressure of steam inside causes the clone to violently explode. The water vapour is then blown high into the air where it cools down and creates hail, which in turn cools down and reforms the clone, allowing the process to start all over again, the only way to stop this jutsu is by somehow cooling the clone and keeping it immobile, keep in mind that this clone is extremely fast, enough so that it outran Gaara's personal sand and was still attacking the shinobi alliance, whilst being made of Oil/water it cannot be defeated by normal Ninjutsu/Taijutsu.

Suiton
The Mizukage also boasts a very high level of suiton, being the Mizukage we can assume it is on par with Tobirama/Kisame level suiton techniques. Among these is his clans special Hozuki water gun technique, which shoots a small drop of water from the Mizukage's index finger at the opponent, strong enough to pierce a sand clone. It is unknown whether he can fire consecutive rounds or if it is a single fire jutsu. It is also safe to assume that he has mastered basic and advanced Suiton techniques. keep in mind ALL of his suiton techs have oil in them, neutralizing Raiton.
