probably but we dont know enough to judge. we know mito had sealing jutsu but its not enough to put her at top tier. we know izuna had ms but its not enough

That's true, but the fact is that S/T jutsus are probably the most OP in the series. As for Izuna, Madara said they were equals for the whole life, until Izuna died.
