Does sealing someone acctually have a use
cuz itachi sealed orochimaru with the sword of totsuka

but the after fighting kabuto sasuke summoned orochimaru
does that mean they can sumone the first?

No, Orochimaru did a special tech around Anko's neck, cause he knew he will be suck by Itachi's Totsuka blade.
