Probably Sasuke's Rinnegan or Naruto's Jesus powers will be able to fix it. (Most likely Jesus no Jutsu since they would have to free everyone, so 6 billion shadow clones would speed it up)

And Killing Kaguya would be much more effective. She cant regenerate, so she can be Hidan'd.

She can regenerate. She is the reason why Madara could.
