Are these scrolls the summoning contract scrolls of the previous Hokage?

It looks like it would be Toad, Dog, Slug and Monkey. The Senju never had a summon shown right but since Tsunade is slug it's probably safe they are also slug. This is foreshadowing showing Boruto will have a summon contract with all previous Hokage summons(ok probably not but that'd be a badass ninja if he did)

I thought the one Jiraiya had Naruto sign were big and long like that. The point would be so a future Kage can use all those summons which were badass summons. Having them would make any Hokage stronger.

You mean the big scroll to which Naruto wrote his name back in Part 1? I think that was simply to form a contract. A summoning has been done almost always without a scroll and the only time a scroll was used was when a user would summon weapons (Tenten, Sasuke, Kankuro etc) not actual live creatures. I think those are fine with a blood contract and without it even if you did have a scroll the animal wouldn't come out.

I thus think it's always one's blood that makes the summoning appear, with the scroll simply serving as a verification of that contract. :/

Yeah I said aren't those the contract scrolls. Since Jiraiya had his ready to pull out for Naruto I assumed the contractee had the contract scroll with them but those appear to be them which would/could mean that every Hokage after Naruto has the ability to sign a contract with those summons and they are badass summons; Katsuya, Enma, the toads and Kakshi's dogs, if you had a contract with all 4(which seems possible with all 4 scrolls being stored together and Sasuke having had 2 summons at once) you'd be a tough opponent. I feel like a good start to making Boruto surpass Naruto would be to grant him access to 4 very strong summoning contracts.

They are probably either summoning scrolls for special ops or a means of communication. I doubt they would be summoning someone like a kage, but it is a possibility.
