Its a summoning scroll for something Possibly edo tensai related Maybe and army of ninja's, Other possibilities could be the first Hokage's scroll, He did say it has the power to change this war. It could be anything kishi wanted it to be,

i doubt its got anything to do with the rinnegan as i doubt suigetsu would have any knowledge of it suigetsu seemed to understand the scroll
