Scroll of unsealing

What if the scroll suigetsu found in orochimaru s secret room was some sort of scroll of unsealing that could unseal tailed best. Oro did know that the akat would get tailed beasts I know it s unlikely but could have been extreme for the whole battlefield.:shrug:.
