Chakra Control is not only making a Susano. Chakra control is not only using the exact amount of chakra needed for a tecnic.

If we are gonna talk about chakra control they we must say what kind of chakra control we are talking since there is a lot of tecnics of chakra control.

Sasuke's feat is about combining all the chakras together which is maybe a molding chakra tecnic like for Sennin Mode. Sasuke has done this before mixing Juugo's natural energy with his Susano'o. Showing he can control big amounts of chakra like Naruto giving chakra to everyone and controlling it.



While Sakura con use the exact chakra for a Jutsu in a perfect way, Sasuke can

I think chakra control mastery isn't a strong criterion for superiority. Fairly speaking, all relevant characters have fine chakra control.

Let's start with Sakura. Sakura has Byakugou, the pinnacle of chakra control. Says who? Tsunade, a hardcore medic. A medic. Yes she was Kage tier and the irrefutably strongest kunoichi but still the "pinnacle" context is somehow isolated within medical ninjutsu. YOu don't say Sakura had the best chakra control because she only uses it efficiently within the bounds of medical ninjutsu. Instead, you can say that Sakura has the best chakra control among the medical ninjas for having mastery of the Byakugou.

Then there's Naruto and Sasuke.

Naruto started off as the weakest in chakra control among Team 7. But look where he is now? He's is basically a chakra god among the shinobi world for having control of all the tailed beasts' chakra. To discuss Naruto is to discuss Sasuke. The last Uchiha rivaled Naruto's chakra control when he harnessed the same chakra of the nine bijuus to fuel his ultimate offense. Not only that, but Sasuke did simulneg (this should be a word in dictionaries) all the bijuus in an instant. And need we mention Susanoo? I am sure Susanoo is the pinnacle of chakra control in terms of Uchiha jutsus. Who in the world would disprove that? It doesn't take a genius mind to make sense of that.

We also have ancillary characters who are worth mentioning like Kakashi's awesomeness, Gaara's sand that is more smooth flowing than Tresemme Hair, Hinata and her Twin Lion Fists, Ino and her grand scale telepathic link, Karin and her adamantine chains, Choji and his Butterfly Wings Chakra Mode, Kabuto's Multi Edo Tensei, Kekkei genkais like Mei's Boil and Lava release, darui's Storm release and Yamato's Wood release, etc, Ohnoki's Jinton, Kiba's Cerberus, etc.

What I'm saying is that mastery of chakra control shouldn't be monopolized. A ninja with talent and who has been nurturing such talents for over a decade should have great chakra control. And that should be a fact.
