How was Buggy capable of joining the Schichibukai? Considering how weak he is, shouldn't they represent the strength of the World Government? By letting Buggy join, that looks weak, it seems anyone can join now..

Shichibukai don't necessarily have to be strong.
They have to have a big influence, which Buggy now has. Since Buggy was considered a main star in the war 2 years ago and he has all of the ID escapees under his command he has a huge influence in the New World. Plus the whole world saw him argue with a Yonko. He is now a feared pirate by those who don't know any better.
I mean, the WG let other weaklings join such as Moriah because he had influence in the Grand Line.

The WG gave Buggy the shichibukai invite immediately following the Marineford war. There is a chaper where Buggy recieved a letter and he and his entire crew was shocked. The WG thinks since Buggy escaped from Impel Down, controls Impel Down escapees and was a former member of Roger's crew, means that Buggy's very powerful.

The goverment thinks he's strong and started fearing him for being from Roger's crew ,which they understood during the war after studying his past ,so they sent him a letter to make him on of the Shichibukai ,because the goverment wants strong pirates on their side ,the thing is ,Buggy is one of the weakest ,but the navy doesn't know that .....

They gave Buggy that spot because of his history and the war of the best. Buggy was part of the Pirate King crew which helped him a lot to gain that rank and he knows big names such as Shanks. He argued with Shanks too which made the WG think he's strong or deserves the rank and also, keep in mind that he took credit for all the work Luffy did on Impel Down.

They did, think it was mentioned somewhere by Sengoku if those inmates got out onto different islands it would be huge trouble for the WG. It was a strategic move getting Buggy on board as a Shichibukai to stop that from happening, so they actually were quite a big deal.

a Sichibukai has to have a certain weight behind him, no matter how strong he is if his name can be used to scare the sh?? out of other pirates that's enough ... and the ID randoms don't give Buggy that, it's Roger and Shanks that give Buggy that

just look at the ID escapees themselves, they were orgasming all over the connections Buggy had, imagine, for example, Brownbeard's crew hearing that Roger's crewmate and Shanks' close friend could go after them ... they would sh?? themselves and turn back
