Why do characters and actors in scary movies and show appear so dumb unlike real life?

The main person says "Did you here that? there's a voice from outside!"

then the other says "you heard the wind..." etc

They have to make the people in scary movies dumb because otherwise the thing that is supposed to be scary really wouldn't be all to scary.
