[Question] Scariest character in One Piece

One Piece has alot of strong guys. For the strongest, there's only a few characters. But who is the scariest? You don't have to be the strongest to be the scariest. Furthermore despite the anime adding unneccessary fillers they can definately make characters scary.

So who is the scariest? Hody may have been weak but the anime really made him scary. Doflamingo is downright pyshcotic.

Give your thoughts. Also note that just because a character isn't strong doesn't meant that he isn't scare.

my pick is kuma, when you have a 6'8 ****in robot that can run faster than you.
**** gets real, normally if your not the strong or well built type you run. But
if you have a bear sized death machine coming at you.......you can only cry.

Ceasar Clown. Kidnapping and experimenting on little kids just to see if his experiments work. Then he sacrificed everyone that worked for him just to show that he should be a renowned scientist. Crazy as ****.

Akainu, Arlong and Crocodile are also good.

Or Donflamingo...he's sketch XD Thoufh he seems to have humaned out with the feelings he has for his crew.
