Are there any characters who function as fixed points of scaling that are common to both times in the series?
For example, the inception and extension of Naruto have characters such as Kakashi and the Sannin whose interactions with various opponents allows us to cross-scale. An example would be how Orochimaru was matched by the 3rd HK in cqc while himself could handle V2 Naruto, allowing usto conclude that the 3rd HK could handle V2 Naruto in cqc.
However, the problem with scaling for Boruto is that everyone relevant to both times grew (or may have) stronger and faster, leaving virtually no one who can compare with both times. Perhaps the Five Shadows could fill that gap, but they have hardly been active.
