4. Nagato : Pain path speeches were bleak and hit hard. Worthy of final villain if Kishi wanted it.

5. Hiruzen : Should've been tougher with Danzo and prevented the Uchiha Massacre.

6. Hashi : Should've done more to back Madara and encourage integration of Uchiha and Senju.

7. Tobirama : Hashirama should've kept this guy's ruthless politics and ideals in check.

8. Jiraya : I'll be honest, I don't like him

9. Orochimaru : Oro from the Chuunin Exam and current Oro just don't seem like the same character.

10. Sai : Kishi should have made this guy relevant. He was built as a good Sasuke fill-in but just... barely contributed :|
