Agreed, I think he would also take the time to think of more ways to spam Chindori.

I think it's Tobi's plan to give Rinnegan to Sasuke. Why? Because Tobi needs someone to be the controller of Edo Mazo so he can take the juubi inside and go forth with the MEP. That's why we all know he is not honest in his promise to give Sasuke to Kabumaru. And why we all know that Kabumaru will eventually turn against Tobi.

Meh, maybe. But most of the most powerful ninja's have been sealed. Soon Kabuto is gonna run out of ninja's to summon or control. Good point though.
