Odama Rasengan was also said to be able to hollow out a mountain, And FRS is meant as more of a single target attack then AOE.

No, that was SM Jiraiya's Chou Odama Rasengan.

Besides, hollowing a mountain and completely obliterating it is hardly the same thing.
