Remember when madara casted the infinite tsukuyomi and everybody caught in it had rinnegan eyes and were paralaysed even though they could still think on their own eg hinata...then madara used shin jukai koutan to trap them then kaguya was able to absorb their chakra...sasuke caught the bijuu in a genjutsu and it also reflected in their eyes and also kurama could still think even though he was caught in it..then sasuke traped them in chibaku tensei and could still absorb their chakra like kaguya and madara

Sasuke needs the statue/juubi to cast a genjustu on the moon for Infinte tsukyomi.
IT doesn't require a glance or the slightest bit of eye contact, only its light.

The big difference between them is chakra level. And we knows chakra does affect number of tomes. Sasuke has rinnegan that has tomes of sharingan much like sharingan. His missing of 3 tomes possibly due to lack of the chakra level of kaguya

Quite possibly, however I always thought it was was because of the different means of awakening .
