When sasucke first awakened the rinnegan, he instinctively knew how to use his power(S/T), as did Naruto with his abilities. He'll most likely master his S/T tech but the fact is he hasn't shown any new powers and i doubt he will at this point. However i do believe he'll master/improve his current arsenal.

Naruto asked tailed beasts to lend him their chakra thus forming rasengan and FRS.He only showed abilty to form rods with goudama or throw them

Naruto learned it because the tailed beasts told him. Sasuke only used 1 tech instinctively. When he gained his MS he didn't just pop out Susanoo one his first go with MS or enton. Dojutsu techniques always develop. His Rinnegan arsenal is nowhere at it's peak imo.

I admitted that susanoo blocking out the IT was a feat but other then that. That's it.

So somehow it's beyond Sasukes ability to learn them. Even after all the similarities between Madara and Sasuke? In order to gain knowledge on it one just needs to read the tablet. Sasuke is a person who does research.

It's not that it's beyond sasuke's ability to learn them, it's that if the assumption i made is right, he doesn't have the correct Eye to learn them.
If the techniques were created for the normal Rinnegan it doesn't mean the Tomoed version gets them. Just like Jutsu's created for the sharingan don't automatically go to the rinnegan.

Kaguya might not of lean't any techniques in her days but she must of known of all the rinnegans power due to black zetsu. Yet still failed to do so.
