Then the fact that Madara said he would never go all out vs a kid could imply he had it. But even vs Hashirama why not use PS? Why use Kurama and a V4? Until later on and finally fuse it.

What he used against Hashi was PS Kurama , V4 doesn't have a long PS like Tengo nose nor does it PS Swords that can cut mountain ranges like PS does.

Did u mean why he didn't use PS instead of V4 to block kurama's redirected TBB? If so then then the answer is simply because it was not needed and he used it anyway when he coated kurama shortly after , the same way he used V4 followed by PS against the Kages.
