No... not everyone carries the will. That is what you are not understanding. Rikudou's way was to attain peace through love, hence why he traveled the world teaching people. He simply didn't kill the ones that simply opposed him. Much like how Naruto is understanding.
Uchiha simply wanted their rights and political power. Konoha instead of dealing with them like men, chose to kill them off. But as I said Konoha (the leaders) are the ones who started it. Rikudou wasn't the one to start the problems he faced.

Also, the clan did not hate the Senju government, hell it was them who chose Hashirama SENU in the first place. Were there any problems with the Uchiha during the reigns of the Senju bros? no. It all occurred AFTER the senju were no longer en-charge of the village.
Anddd the war that you are talking about was a speculation. If the other countries wanted to, they could've destroyed Konoha after Orochimaru attacked.. Danzo had made it clear that he was killing them off because he didn't want them to have political power. I mean do you expect people to stay back when the sharingans of their comrades are being picked off by a leader who the Hokage keeps next to him , and doesn't do sh*t about?
