Sasuke is fast but not faster than Naruto. Madara never stated Sasuke was the fastest person he faced during that encounter.

When Sasuke attacked and hit Madara in chapter 674 that was a strategy that focused on the element of surprise more than a display of speed. Sasuke used a very common strategy where the user attacks their opponent from their blind spot while they are distracted. Madara was focused on implanting Obito's eye and using his s/t jutsu. It's a very common strategy that has been used time and time again in the manga. Naruto and Kakashi used it against Kakuzu.

In chapter 676 Sasuke didn't blitz Madara.

Naruto was fast enough to rescue Sakura and follow through with his attack, countering Shadow Madara's attack. Naruto started his attack after Sasuke.

Not really a good judge of speed. Sasuke had to dash from rest to max speed while madara and 4 limbo watched him the entire time. Not even Naruto could land a hit on 1 eyed madara when madara was distracted, and didn't activate limbo yet... But, he was able to push madara back in his early Sm form. Sasuke being unable to evade limbo, and only resorting to blocking it, isn't a good judge when limbo has already been hinted to being much faster than madara and not even Naruto could out maneuver it properly.

anyway, not saying sasuke's faster than new naruto or madara (outside of teleporting), but using that one instance with limbo, as evidence, isn't correct.

Note here that Madara say's Sasuke is still pretty fast , without using his Rinnegan .

Madara was out of range , so Sasuke needed to use his Foot Speed to catch up to Madara , even getting a compliment from the Latter .

Nah, Sasuke's powers rest in his eyes, if he wasn't using his eye power then his speed will remain the same as it was before he got the powerup. Sasuke could have dash until he was in range then used his Rinnegan. KM Naruto speed was compared to alive Minato's speed (Alive Minato is faster than Edo Minato, Madara shown more speed after he was revived than when he was edo tensei). Sasuke can most likey see Naruto's speed now with his new eye but don't see him being faster with his base speed. As for his Rinnegan jutsu speed, no one made a comment about it being on FTG level, they compared Naruto's and Tobirama's FTG to Minato's and even A's speed but not Sasuke's so I can't say Sasuke's jutsus is faster but I do admit he can use it far easier than Naruto with his speed since he never mastered his speed.

Naruto has more power so they will give him even greater speed if he knew how to do it, he rarely used his speed in KM/BM, only like 4-5x total.

Actually, Naruto and Sasuke were side by side, neither going full speed when trying to rescue Sakura
