To achieve a perfect susanoo one must have the adequate chakra control in order to fully stabilize it.
Naruto's chakra did not help with this because he stabilized the chakra, this demonstrates his chakra control. Also, he will not reach a susanoo of madara's size unless he gets a chakra boost.
As I said madara & sasuke have different levels of chakra [obviously] & that's why their susanoo's differ in size. They still have both achieved PS.
