Kishimoto has drawn Sasuke's rinnegan with 6 tomoes and 0 tomoes on the same page.
In 2 chapters , Sasuke had 9 tomoes , then 6 , then 0 , then 6 , without any reason for these changes...
I was disappointed to see that those draws were probably mistakes.

So , give up on analysing the changes of Sasuke's rinnegan , Kishimoto made so much "mistakes" drawing it that it's pointless.
Just wait for the revelation of the explanation by Kishimoto.

He won't be able to use amaterasu anymore and possibly PS. Those tomoes let him keep his MS/EMS powers with Rinnegan.
