Why can madara switch from ems to rinnegan and awakened both eyes at once when sasuke only has one that he cannot deactivate.

He probably can deactivate it. I don't know where you got that idea from; it hasn't been said anywhere that he can't deactivate it.

Oh, and by the way, Madara awakened EMS when he took Izuna's eyes and he awakened Rinnegan many years after he implanted Hashirama's DNA into himself. Not the same time.

Lmaooo thats why hashirama gave sasuek chakara before he got the rinnegan. analyze more please.

The sage's Chaka/Justu is on Sasuke's left side (where the crest is located), that's why their is a rinnegan on that side.

Judging from how much chakra Sasuke has, he can only have his right eye reach up to the sharingan.

Changing both eyes to EMS doesn't look like a wise option at this point.
