Sasuke's Rinnegan?

So is there any reason why Sasuke has tomoe in his rinnegan on one panel and then none on the other. It seemed inconsistent. Was it a drawing mistake or something else?

Below is the order his rinnegan was shown in the chapter



1. Has only 6 Tomoe and not 9?

3. Has all of the Tomoe

4. Only has 6 Tomoe and not 9? WTH

5. No Tomoe once again

At the second pics at the first point Sasuke has 9,I believe it is connected to his new jutsu and they go away every time he uses it temporarily

I would just chalk it up to the artists. It is kind of difficult to draw things like eyes with that level of detail. I really can't blame somebody for leaving out a couple dots here and there.

Either that, or Sasuke's hidden jutsu is just Izanagi, or something like it, that consumes tomoe instead of the user's vision.

It shows the time he has before he can use his tech again. Anytime he uses his tech they disappear and then return at a give time. Just as limbo and shinra tensei of pain does
