Sasuke's Rinnegan is Weaker than Madara's

He can't use PS because when fighting Naruto in chapter 673 pages 5 and 6 ; He tried to dodge Naruto's attack using Limbo but when Naruto dodged it , his best option was to use PS to dodge Naruto's attack but he didn't ... Which means he can't do such and he must switch to EMS to use PS .

he used ps as an Edo when both of his eyes were rinnegan. he doesnt need to switch to EMS to use it

It makes no logical sense for him to be unable to use an advanced form of Susanoo when a weaker version of him still used a form of Susanoo. If a Madara with no EMS can use Susanoo then a Madara who has an enermous amount of chakra can definitely use Perfect Susanoo. The fact that no EMS Madara used Susanoo proves EMS isn't a requirement for Madara to use any form of Susanoo including PS.
Lastly when Edo Madara revealed PS he had Rinnegan on the whole time not EMS.

2. Maybe he didn't use PS because Naruto simply overwhelmed him too quickly. Kishi has done stuff like this before where a character could/should have used a powerful technique in a battle but didn't, but it doesn't a character doesn't have access to said powerful technique.
OP: Effectiveness of Rinnegan depends on the user. IF Sasuke became a JJ like Madara his feats would of course become vastly more impressive.

2- How about his battle with Guy (Chapter 672 Page 10)??? When he understood using TSB is useless (because of Kakashi's Kamui) why didn't he try to defend Guy's attacks using PS ????? (We know he had enough time)

I know he can use normal Susanoo ... All I'm saying is that he can't use PS without EMS ... In chapter 672 he felt that Guy's attack is strong enough to kill him but he didn't use PS ... So it's safe to conclude he can't use PS .

No way sasuke rinnegan out class both madaras rinnigans one his base form can cast one to maybe two limbo clones which can be easily countered and by inflicting damage to will also go back to the user. Sasuke tactical prowess combined with teleportation makes any given infite area a death zone. Madara was able to dodge the seconds attack but sasukes teleportation far exceeded thiers because sasuke doesnt need a make a contract seal.
