There is a reason why sasuke has rinnegan only in one eye, it is somehow related to the infinite tsukoyomi!
So6p gave sasuke rinnegan just because it will help naruto and sasuke to deactivate tsukoyomi, and once madara is defeated, it will disappear and sasuke will have only eternal mangekyu sharingan!!
That's the only reason why sasuke's rinnegan doesn't have other powers of rinnegan !!

I see where your coming from as if his current rinnegan is a power he is borrowing from the sage but still sasuke will eventually awaken his own rinnegan in both eyes, or he will just awaken the right eye at some point.
