Sasuke probably just deactivated the Rinnegan tomoes (I'm certainly affirmative that he still has them). The tomoed Rinnegan is definitely equivalent to dual regular Rinnegan, which is required for using Six Paths techniques as shown by Madara (the six tomoes representing the Six Paths). So to use Six Paths techniques, Sasuke needs to activate the tomoes to make it similar to the dual regular Rinnegan. The non tomoe Rinnegan is actually the same as one Rinnegan eye and can use some techs like Madara used Limbo and Sasuke used Ameno. Sasuke could presumably use his EMS techs through non tomoe Rinnegan as well. Sasuke's Rinnegan is actually better in the sense that Sasuke can switch between single and dual variants on desire which might save chakra. Also, the six tomoes better represents the Six Paths techniques that double eyes.
