I think it has something to do with chakra. Even Kaguya uses alot of chakra to connect dimensions. Plus, probably Sasuke used alot of his chakra to help Obito use Kamui.

His jutsu may have a cooldown, but I'll wait for viz plus later chapters for more explanation on his technique.

I would wait for the VIZ Translation before making too many insults. (As there are several ways one can read the Mangapanda Translation and understand it in several ways.) One way to see it is that he means that his eye doesn't work in the current location because of unknown means. A other way to see it may be that he says it just doesn't work because he has nothing to swap places with. Yet another way is that he cannot use it yet, as if it has a cooldown. The colour may also change depending on how much he uses it. (Like the Sharingan turn blind and white after overuse.)

Sasuke's statement is pretty explicit. It doesn't speak about a specific Rinnegan power, it speaks about his eye as a whole.
"My left eye still doesn't work" is far from your interpretation. But, you have the right for doubt. That's why I'll confirm this phrase with ViZ.
